Constitution The Belgian constitution was proclaimed on February 7, 1831. Since 1970, a series of reforms have transformed Belgium into a federal state divided into communities and regions. By virtue of the 1993 constitutional reform, the regions and communities exercise their fields of jurisdiction internationally.
